First, switch to v4.0pl2 or the new beta release: 4.0pl1 has been
out of date for a while. There were also some serious security
issues with it (the CGI scripts were quite dangerous!)

And this may be your problem: try running it as Class 1 or Class 2,
whichever it will support according to the "probemodem" command. Class
2.0 has never had good reports from other users that I've seen.
