Because it was a pain in the ass to write: one basically has to
duplicate the entire HTML tree, and it was probably easier to do "in
vivo", by hand, when Sam wrote it originally. The HTML tree needs
work, and the config files need a lot of new modems added.

Not particularly: I wrote a patch some time ago that would modify them
in the installed tree, at:

	http://cirl.meei.harvard.edu/hylafax/patches/patch-fixhtml.sh

It needs updating for the latest RFC distribution....
