Any sensible mail firewall will throw out % hacked mail these days
as a probable attempt at relay hijacking by a spammer.

You are relaying third party traffic to fax not to email, but that
actually makes a spam attack worse in many countries as each fax
involves a paid phone call. Any site that permits third party relay
these days is going to be dragged to its knees, sooner or later, by
being used to launder a spammer's identity. First you will find that
all your bandwidth is taken up relaying the spam, then you will get
overwhelmed by the complaints from those receiving the spam - some
of those complaints may well go to your ISP.
Basically, my advice would be to leave the system as it is; you can
always add friendly sending systems to this file:
> # file containing names of machines which can use our relay
> F{LocalNames} /etc/mail/name_allow
NB this was a sendmail question, not a Hylafax one.
