What version of Linux, kernel versions are largely irrelevant compared with
the distribution. What is this modem really; very few people make the
underlying hardware for modems, but 100s of people stick their name on
the front.

Best guess is that this is the wrong trigger character, but 021 would
tend to conflict with the software flow control that you have
configured.
