Multitech defaults to xon/xoff flow control on faxes regardless
to the flow control set on the  modem.
Try
ModemAnswerFaxBeginCmd: "<xon>"         # switch flow control

or try adding these
Class2NFLOCmd:          AT+FLO=0        # Class 2: no flow control
Class2SFLOCmd:          AT+FLO=1        # Class 2: software flow control
Class2HFLOCmd:          AT+FLO=2        # Class 2: hardware flow control

The latter may break sending faxes.
On MT2834ZDX I get

Feb 21 13:02:26.88: [ 9472]: SEND wait for XON
Feb 21 13:02:32.23: [ 9472]: --> [1:^X]
Feb 21 13:02:36.89: [ 9472]: MODEM TIMEOUT: waiting for XON before sending page
