I tried lowering the transmission rate with no success so I converted the
postscript file to a tiff file and sent it with exactly the same ("No
response to MPS or EOP") result but when I use efax to send to that very
same fax machine it works no problem - so the problem is with Hylafax.

efax is a simple little program but it works! - why is a sophisticated
program like Hylafax having problems?
