Actually, the documentation does cover this in passing, under 'Adaptive
Answer'.  The modem is not capable of distinguishing between a fax call
and a voice call without either 1) picking up the line or 2)
distinctive ring.  Since the latter _is_ supported (if your modem
supports it), it's probably your best bet.
