flexfax: modem always hangs up

I have set up HylaFAX 4.0p12-3 using the Redhat rpm on a Linux 2.0.35
system with an Exar modem.  Documentation says that inbound calls are
disabled by default--WRONG!  However, I must be missing something as the
modems hangs up each time immediately after answering the telephone.

GettyArgs is set to "-h %l %s".  Any ideas as to what might be causing
this?  I'm starting to think that no one really uses this program and
maybe I should switch to mgetty+sendfax.  I would be very grateful to
anyone who could help.  Thanks.
