In that case the problem is almost certainly with the modems not the software

Actually your transmit rate is reasonable.  I had just answered another
one which had too short a transmission time and misread 31.93 as 39.93;
however, note that you don't have adequate tracing to allow one to reliably
detect an overrun case.

The best case would probably be a scanned newspaper.  Your 9287 really is 
rather small for a fax page.  The 10 pages don't matter for overruns as the
clock is restarted for each page.
