Changing *permissions* would be enough. Altering the default 0600
to, say, 0664 with the UUCP group including people with permission
to delete the stuff would serve. This is available in the config.modem
file.

0644 permissions on the files will do this. The Apache typically server runs
file access as user "nobody", for security reason.

Yes, or to provide SMB or NFS access to the directory. The web tool
is useful for systems that don't have this level of access and to
have a published access control or password system.
