flexfax: Rockwell Modem Returns no Phase C Data (was: problems hylafax - received tiff file corrupted)

This is your real problem.  The modem only returned 1 byte of fax data, 
which might even have been a bogus echo of the control-Q used to start
transmission.  I think you need to get the modem documentation (fuller
documentation is on the Rockwell Japanese site; ignore the corporate
site, its only of use to the stock market; this documentation describes
a superset of any one product).
