You can use the comma ',' to tell the modem to wait.
As described in 'man config':

ModemCommaPauseTimeCmd        string     ATS8=2           command
 for setting time to pause for ``,'' in dialing string

You can set the wait delay with 'ModemCommaPauseTimeCmd'
