They key to this is the manpage for 'faxcover', which is the part of the
process that generates a complete cover page from a template and adds
transmission-specific information.
faxcover allows you to specify a different template by checking the
FAXCOVER environment variable. So you can have different template
locations specified in users' .profile settings by setting FAXCOVER
appropriately.
