    If the user fax already exists the rpm installation doesn't modify
    it. The assumption is that the system administrator knows what
    he is doing with the user fax. 

The assumption of the HylaFAX software is that the uid
of "uucp" and "fax" are the same and that the script
faxsetup(1M) detects any conflict for an existing user
"fax" or creates one if "fax" doesn't exist.

Letting the thing go on with an invalid uid for "fax" will lead
to problems in HylaFAX which most of the Linux users don't understand
and could not resolve. The bottom line of this fault (not running
or wrong changing faxsetup(1M)) is the mail traffic in this list
aka "I'm new to it ... and it doesn't work"
