user ID discrepancy- fax vs. uucp

Using BSDI 3.0, I get an error message "duplicate user id fax 6 uucp 6"
 There has been a considerable amount of correspondence on this
list regarding a similar problem with Linux.  What is the final solution
on solving this problem? Assign the user fax a different ID in
/etc/master.passwd, but preserve gid "6"?
