flexfax: FAXQ

Running Linux Redhat version 2.0.29

When I compose a message and send it to the fax it goes to the faxq in

 /var/spool/fax/sendq

the message never leaves the sendq

I compose the message in PcPine version 3.0 and send it to a person called
Test@server.domain.org

in my aliase file their is a statement :
Test: ":include:/home/staff/fax/ddsi.lst

in the /home/staff/fax
directory the file ddsi.lst states
"|/usr/local/bin/faxmail -d 'Test'@296-5381"

I do not know what to do
