No clue is this has anything to do, but check on the copy quality
checking response that your modem provides, some modems say that they
do copy quality checking but they don't. You can always overrule the
modem response in the config.xxx file. You may also want to set a low
percentage of good lines and a high number of consecutive bad lines
as acceptable. And see what happens...
