A config line like the above is already present in the zyxel-1496e-2.0 config
file which comes with Hylafax.  So ECM is disabled by default.  I don't
believe that it's an ECM problem.  We used the default Zyxel config file
(ECM disabled) and still saw the problem noted by the author below: first
page sent multiple times, followed by an abort.  We have seen this behavior
for several destination fax numbers.  It tends, as one might imagine, to get
the recipient very upset when they get 9 or so copies of the same first page,
and nothing else.

I gave Zyxel support one of the several destination fax numbers which was
giving us problems and their response was "problem noted; switch to class 1
for that destination number".  That's not acceptable; this is an automated
system and we can't just flip back and forth between class 2.0 and class 1
on a whim.

Our solution was to change modem vendors.  For outbound faxes we now use
modems with a Lucent chipset in them.  (But I'd switch back if I could get a
working fix...)
