Urgent: HOWTO: unblock queued fax documents

Hi folks,

..i'm running hylafax v4.0pl1 build from source on a linux box.
Currently i'm processing LOTS of faxes, with a single modem allocated for
sending.
The MaxConcurrentJobs parameter is/was set to "3" in my configuration.
Now i've found the following problem:

    - when more than the configured number of jobs are in the queue for
      same destination, the jobs are marked as blocked.
      BUT, they NEVER unblock since new documents are coming in for
      the same or other destinations.

	-> changing the parameter in the config file in the running
           environment does not change the already marked documents.

		-> how can you change the state of the document to
		   unblock?

		-> can you change the behavior, that blocked documents are
		   tried to be send normally...according to their
                   position in the queue, i mean !?!
