modem timeout at higher baud

supra 28.8 VFC fax modem
redhat linux 4.0 on a 486 pc

If I leave the ModemRate: at 19200 it works HylaFax works fine. But if I
change the rate to 38400 or 115200 I get modem timeout. I need to set it
to a higher baud for incoming data calls but faxgetty doesn't like it.
