Cannot send fax

I have installed HylaFAX on a PC running Debian/GNU Linux,
kernel version 2.0.25

I seem to be able to receive a fax ok, but when I send a
fax the sendee does not get it.

Here is the command I use to send ...

stout# sendfax -n -d 5211449 -R kinkos.ps
request id is 16 (group id 16) for host localhost (1 file)
stout#

Checking the status ...

stout> faxstat -s
HylaFAX scheduler on localhost: Running
Modem ttyS2 (+1.505.521.3275): Sending job 16

JID Pri S Owner Number Pages Dials TTS Status
16 127 R root 5211449 0:1 0:12

And the daemon.log file ...

Mar 22 15:53:01 localhost init: Re-reading inittab
Mar 22 15:53:02 localhost FaxGetty[4612]: OPEN /dev/ttyS2
Mar 22 15:53:06 localhost FaxGetty[4612]: MODEM ROCKWELL RC288DPi/V1.300-15-V34_DP SupraExpress 288i PnP Built: December 28 1995 10:29:14
Mar 22 15:53:10 localhost HylaFAX[4615]: Filesystem has SysV-style file creation semantics.
Mar 22 15:53:10 localhost FaxQueuer[3681]: SUBMIT JOB 16
Mar 22 15:53:17 localhost FaxGetty[4612]: ANSWER: Can not lock modem device
Mar 22 15:53:21 localhost FaxSend[4625]: MODEM ROCKWELL RC288DPi/V1.300-15-V34_DP SupraExpress 288i PnP Built: December 28 1995 10:29:14
Mar 22 15:53:21 localhost FaxSend[4625]: SEND FAX: JOB 16 DEST 5211449 COMMID 00000016

Now the log file says that the modem cannot be locked, but it sure
seems to be when I look in /var/spool/uucp, I see LCK..ttyS2

Also, I cannot seem to make a data call after getting and making fax
calls. It dials and starts to get the carrier, but then stops.

Here is the syslog from the session ...

Mar 22 16:01:15 localhost pppd[4674]: pppd 2.2.0 started by root, uid 0
Mar 22 16:01:15 localhost pppd[4674]: Removed stale lock on ttyS2 (pid 4612)
Mar 22 16:01:16 localhost chat[4675]: abort on (BUSY)

Mar 22 16:01:16 localhost chat[4675]: abort on (VOICE)
Mar 22 16:01:16 localhost chat[4675]: abort on (NO DIALTONE)

Mar 22 16:02:01 localhost chat[4675]: Failed
Mar 22 16:02:01 localhost pppd[4674]: Connect script failed

When I change my config.ttyS2 file to include AT+FCLASS=0, I
can make a data call but am no longer able to receive faxes.

Here is daemon.log in that case ...

Mar 22 16:21:36 localhost FaxGetty[4690]: ANSWER any

I would appreciate any help.

Thanks.
