Its 4.0pl0 with patch pl0 => pl1 installed.  I'm going to try to install
a fresh 4.0pl1.

The server does.... I'm going to see what a fresh build does for me. 
What is strange is that when I start faxq, hfaxd, and faxgetty, the
modem initalizaes fine and goes into ready mode, it is just that queued
faxes dont' go out...  grr...
