it is RingsBeforeAnswer in the modem config file; see config(4F)
for details;

don't put something like S0=1 into your config file and also make sure
that the S0 of profile 0 is zero if you're using ATZ in the config file;

if this doesn't help you out please show a servertracing containing
the modem initialization done by faxgetty(1M);
