password for fax neccessary

I have two machines, both setup same, one works the other one makes troubles. I go through the 
faq, testing one by one, ...

I login into machine A and type user fax and stat .... perfect.

I login into machine B and type user fax and it says:
331 Password required for fax.



both machines are running Linux 2.0

Difference of both machines is just that machine A uses not shadow and B uses shadow.
