HylaFAX doesn't do any OCR on its own, no. But it can work with OCR programs that do.

2.How to enable Hylafax to reconizge bar code?

Use an OCR program like gOCR and get it working to read bar codes. Then just run it from your FaxDispatch file and use the result from there.

3.Where will this bar code information written to?

Wherever you want.
