It's a command that HylaFAX gives to the modem to listen for and report 
V.21 300 bps HDLC data.  In traditional faxing virtually all messages 
and protocol (sometimes called "handshaking") is done with this method.

So when HylaFAX gives that command to the modem HylaFAX is expecting 
that the other end is going to transmit a message signal.

The ERROR immediately following AT+FRH=3 without a CONNECT between them 
indicates that the modem is on-hook.  Either the other side hung up or 
the modem hung up for us.

The fact that the command is repeated several times is something that 
can be improved in HylaFAX.  Please send me your full log and I can make 
the fix.
