You probably do not have metamail, sharutils, or base64-encode installed... and if you do, then you need to re-run faxsetup. If that doesn't work then you're probably using a version of HylaFAX that had a bug and you need to set up MIMENCODE, UUENCODE, and ENCODING in your etc/setup.cache file by hand (or just upgrade and then re-run faxsetup).
