Can you define 'fairly good success' ? I'm not
arguing that fax over VoIP will never work, just that the failure rate is
too high for many users (and can change overnight when changes are made to the
network [be it internal or external]). Now, some users may be prepared to
spend a bunch of time on this and/or accept some lower success rate than PSTN
solutions for fax transmission/reception. However, many users just want it
to work and keep working.
As Lee said, "Think about this...." you are dealing
with Audio and are up against some fundamental problems which are tough to
fix without a lot of the parties working together. This is very unlikely
given the relatively small size of the global fax market.

I can confirm. I am sending/receiving a lot of
faxes using VoIP lines and hylafax. Good to bad ratio isn't that bad
ones at all. I'm not sure where in the world Lucas is, but in North America
Internet "inter-connectivity" is good and VoIP providers offer really good
service and when your trunk is "wide" enough and when the right codecs are
used you will have fairly good success.

I had to substitute a pots wire for a short
distance with VOIP over WLAN.
I worked fine using the 711 codecs but
failed without them. AFAIK VOIP providers tend to cut down on bandwidth by
using "better" codecs (surely they provide better quality for
voice).
Lucas didn't mention any distance (neither physical nor net
hops) - but I can assure you - even if he has a perfect line (small latency
and low jitter) he'll fail just by using the wrong
codecs.

a UDP/IP network (the 'internet'). We did a lot of testing of fax over VoIP
in both the UK and USA with very poor results. I will try to get these

Interestingly, we found that T.38 over a true IP connection is also
unreliable when compared to T.38 over PSTN.

voip for faxing all the time, never a problem. Certainly it would

Probably it depends on the codec you use: there are lossless and the others.
If there is a way to change to G711u or G711a (lossless 64kbit/s codecs) I
would give it another try.
