No.  The hylafax-4.2.3-1rhel3 doesn't come from hylafax.sourceforge.net 
and doesn't have the new features in 4.2.3.1.  You can find a 4.2.3.1 
RPM (as well as a 4.2.3.2 one) at:

 http://sourceforge.net/project/showfiles.php?group_id=148904

The one there was built on RedHat 7.1.  That will probably work on 
whatever Linux-with-RPM you are using.

I should have RPMs for 4.2.4.1 built and uploaded there very soon.  I 
should have them for RedHat 7.1 and Fedora Core 2.
