By disabling batching you are telling the scheduler to not even bother looking. If it is enabled then it will scan through all of the jobs looking for batching possibilities.

LH> What happens if you disable batching? (You do that by setting LH> "MaxBatchJobs: 1" in /var/spool/hylafax/etc/config.)
