The modem reset itself. USR modems do this. See the message I just
posted to someone else on-list.

My guess is that the modem detected a carrier drop when there really
wasn't one. Because the sender was still in Phase C for another 10
seconds or so it caused the repeated ERROR, ERROR. The fault of failure
here is really upon the USR for reporting CONNECT to AT+FRH=3 when the
V.21 carrier was not present. However, the catalyst was the poor
connection with the sender.
