Thanks... this turned out to be a critical piece of information.

By default the Gentoo hylafax package depends on mgetty. mgetty and
hylafax both install programs called faxq, which seem to serve different
purposes.  This was causing my confusion above - I was using the mgetty
faxq to list the queue.

Now that I have uninstalled mgetty, and recompiled the hylafax package
without mgetty, faxstat works as expected.
