Neither faxstate nor faxconfig alter the status that you see with
"faxstat".

So is there any way to see the true status?

What status would you like to see when you disable a modem temporarily? Is "Running and idle" inaccurate or misleading? In any case, faxstat reports what the modems are doing and what the queues look like and if the scheduler is running. It doesn't tell us about modem configuration. If this is something that you want, at least for the part of enabled/disabled, and if you want those to show up on the modem status line, then that would be a feature request. Maybe you'd want to post it on Bugzilla.

If a modem is disabled I'm not really sure what the best way is to go about knowing it.

Lee.
