Perhaps try 
TagLineFont: etc/lutRS18.pcf instead of your
TagLineFont:            etc/lutRS18.pcf.

just as an idea on where to start ;-)

I still have problem with no TagLine on outgoing facsimiles.
In etc/config.ttyS0:
TagLineFont:            etc/lutRS18.pcf.
TagLineFormat:          "From %%l|%%m|To %%r|Page %%P of %%T"

In doneq/qJOB_ID:
desiredtl:1
tagline:From %%l|%%m|To %%r|Page %%P of %%T

Modem is U.S. Robotics, I'm using class1.

Please anybody know what's wrong?
