You can't run mgetty and faxgetty simultaneously on ttyS1.

Furthermore your faxgetty entry will only be active in runlevels 2 and 3.

You probably don't want to be running mgetty.  So remove it, and then 
change "23" to "2345" for the faxgetty entry.

Then 'init q'.
