with this card you probably use capi4hylafax.

Hylafax can send a mail when a fax job has been successfully sent or  
failed. Look at the user preferences in WHFC. To send a mail, Hylafax  
needs a valid e-mail address and a working MTA.

I think it's MaxDials in hylafax's config.

Note that capi4hylafax has a bug in the code that counts the number of  
tries. It increments the counter twice. If you configured the value 12  
(default) capi4hylafax will actually try 6 times only.
