There is something wrong with the remote phone number. You want to send to +49516298156169 but your isdnlog thinks you are calling +516298156169.

May 27 09:51:50 localhost isdnlog: May 27 09:51:50 * Call to tei 0 from +49 5162/98156169, Fallingbostel on +49 5162/6169, Fallingbostel RING (3.1 kHz audio)

Your system sees an incoming call, so it's probably a misconfiguration of isdnlog but you should check your Hylafax configuration as well

and by manually faxing through c2faxsend, it shows:

Dial and starting transfer of TIFF-File /opt/capi4hylafax-01.02.02/fritz_pic.tif with fine resolution.
Connection dropped with Reason 0x3400 (No additional information).

This seems to be a capi4hylafax problem.

I do use capi4hylafax but I don't know what's wrong.

On my system I can send and receive faxes but sending to myself fails.
Maybe you can use a different fax number for testing. (If you don't have a fax line available you can use a fax to email service or a service which sends a fax document to your number.)

Additionally you can try to find help with your capi4hylafax problem on this list:
