Willie,

The lines you specified should work. They do for other services. So you 
were right to try them.

Try changing the required required to sufficient. I don't understand PAM 
but this works for me when using the PAM mysql module.

I also had a look at what I've tried in the past. This hasn't been tried 
recently and I can't remember whether it works but give it a go anyway.

#%PAM-1.0
auth       required     /lib/security/pam_pwdb.so debug
account    required     /lib/security/pam_pwdb.so debug
