I'm primarily reading the TTS via WHFC, but I've also looked at the queued
files.
What timezone is assumed by the TimeOfDay settings? My Mandrake server has
the correct time set (in EST terms).

I tried the same thing and in my case the tts is correct (start of the
allowed window).
So, are you really sure there aren't any timezone issues?
How do you see the TTS?
