Those boards, when used with Asterisk, will help you deliver a T1 to HylaFAX but they don't have any fax capability themselves. You'd need a fax board with an E1 interface, such as a Brooktrout TR1034 or an Eicon Diva Server E1/PRI board. I'm not aware if Digi/Patton make an E1 board, but they might.

Unless you decide to go the route of using t.38 to 'virtualize' those 30 channels (would require a t.38 capable gateway), or you think SpanDSP is good enough for you (in which case you don't use HylaFAX at all) then you're looking at board-based faxing, and you'll need a fax board for that.
