probably a permissions problem.

According to the access mode and owner of the files and directories in /var/spool/hylafax it looks like the hylafax processes should run as uucp.

But only daemon or root can access this directory because the parent directory (/var/spool) is accessible only for user daemon.

Try
chmod a+rx /var/spool
and if necessary
chmod a+rx /var
