That depends.  If they're being sent in "fine" (or "high resolution") mode,
to or from a slow fax machine, it's not too unusual.  There are still quite
a few 9600 bps fax machines out there.

It might.  I recently started using a fax modem that supports V.34 faxing,
which is up to 33.6 kbps.  In real life I've mostly seen 26.4 to 28.8 kbps,
but I've still seen two page, standard-mode faxes transfer in only ten
seconds.  Of course, both ends have to support V.34 to see any benefit.  My
limited experience suggests that most people are still using 14.4 kbps fax
machines.
