telinit Q will make init reread inittab. Unless the "id" changes, it
won't kill the existing process (if one is running).

But faxgetty isn't listening on the modem device.

So your running "faxgetty /dev/modem", but have not config file
specified for the "modem" device. You do have one specified for
"ttyS0".

It would be best to make faxgetty run on /dev/ttyS0. Using "telinit Q"
and killall faxgetty should get you going here. This should this
problem.

General procedure if you're installing "newer" rpms:

1) install RPM.
2) run faxsetup
3) run faxaddmodem <devid>
4) add line to /etc/inittab for faxgetty <devid>
5) telinit Q

Of course, if SUSE has made any drastic changes to HylaFAX in their
packaged version of this, they might have a different setup procedure.
