You're continually seeing corrupted messages from the USR modem. Thus,
" CARRIER" is not a system log hiccup.

In theory, yes, it could cause a problem, but it's not likely to have
been a factor at all for any reason with only two modems and a system
that's no more than 10 years old.
In any case, logging of modem I/O does not cause the modem to screw up
I/O.

It is a US Robotics modem - there doesn't seem to be any kind of model
specification, but in the logs, it reports itself as "Model U.S.
Robotics 56K FAX EXT V5.11.6." The other modem, a Global Village
Series
0269 Faxmodem works fine.
Replace the USR modem. If the problems persist then there may be a
problem with the serial port.
Observe the problem in the log you just sent:

Sep 24 18:39:28.95: [ 227]: --> [7:CONNECT]
Sep 24 18:39:30.51: [ 227]: RECV: TCF 2813 bytes, 3% non-zero, 2700

Sep 24 18:39:30.51: [ 227]: --> [6:NO CER]
"NO CER" is not a valid response. The modem is screwing up the
response somehow.
You don't happen to be running some other program against that modem
also, do you (i.e. running minicom and faxgetty at the same time)?
