Thanks for your advice.
I have this in the file
911 RejectNotice = "Calls to emergency services are not allowed"
But the number 28911589 is rejected as well. Strange..... Pls Advice.

The $ sign is the end of line delimiter.
Try:
911 RejectNotice = "Calls to emergency services are not allowed"
Don't use (.*), as that will match any number with 911 anywhere in
the number.
