I removed an old internal modem and added two external ones, a procedure which was successful, however since then one of the modems is receiving the same fax over and over again, one of which has now been recieved 5 times.

I can't quite imagine how a modem could do this on its own, I rather suspect the sender is repeating the transmission for some reason.

Logs?
Did you ask the sender if they noticed something unusual?
