Install uucp package, or minicom and try issuing modem command directly.

When you call a fax you should see CONNECT and then a lot of ????????.

When you say you tried faxing manually, did you attach the fax machine to
the very same phone line where you are testing the modem-fax?

This is a normal "no carrier", so no HylaFAX problem.
The first log you sent had a "CONNECT" before a "NO CARRIER".

Maybe you have a noisy phone line?
