True enough.  And good advice that extends far beyond buying modems for HylaFAX.   My hylafax modem shopping advice is as follows:
 
1.  Read the Modems page at hylafax.org 
2.  Read the hylafax-users maillist archive.
3.  Decide that a Multi-Tech modem is probably the best bet, and that a USR modem is probably not.
4.  Shop at EBay, buy two or three used ones cheaper than 1 new one
 
There is no reason the OP has to settle for a second rate modem when he can easily buy a top rated one for much less than his stated budget.  Especially if he doesn't mind buying used.

Something I can talk about with some authority.  The big thing I have found when dealing with cheap modems is the chipset of the modem.  I would do your research on the mail archive on it before buying.  I do forewarn you that you will have problems but sometimes you can get lucky.  I am of course presuming your talking an external hardware modem.  Remember you get what you pay for.  You'll either pay for it up-front or in labor.  Happy hunting.
