Correct, there have been no CVS-based releases since 4.1.6. You'll probably want to hand-edit VERSION to say 4.2.0 before you build.

Is this correct if I want the HEAD version?

Yes.

I'm assuming all I needed to do was:
export CVSROOT=:pserver:cvs@xxxxxxxxxxxxxxx:/cvsroot
cvs login
cvs co hylafax
