After upgrading to version 4.1.8 from the source rpm I noticed that
hylafax

not found in /usr/local/sbin but in /etc/rc.d/init.d instead. rc.local
does

exist but a boot.local which I assume to correspond to the former in
slox.

I attached two log files from log/ directory.

Looks like you did 'faxanswer' without there being a fax sender calling. If there was a fax caller, then... I don't know what to tell you - the modem certainly isn't hearing the carrier. Interference maybe? Maybe bad modem?
